Treasury Issues Guidelines, Application Form for SBA Paycheck Protection Program

Applications to Begin April 3



The Treasury Department today, March 31, 2020, issued much-anticipated guidance for the Paycheck Protection Program, which starting this week will provide up to $350 billion in loans to help small businesses maintain payrolls and cover other eligible expenses during the coronavirus pandemic. The loans are fully guaranteed by the Small Business Administration, but the SBA will waive all SBA guaranty fees.

SBA Disaster Recovery Loans

The U.S. Small Business Administration is offering designated states and territories low-interest federal disaster loans for working capital to small businesses suffering substantial economic injury as a result of the Coronavirus (COVID-19). Upon a request received from a state’s or territory’s Governor, SBA will issue under its own authority, as provided by the Coronavirus Preparedness and Response Supplemental Appropriations Act that was recently signed by the President, an Economic Injury Disaster Loan declaration.

In order to provide the utmost safety and security for our customers, employees and our communities, we are following the directive from our state and federal government, as well as guidelines from our trusted organizations and regulators. Due to the guidance and direction we have been given, we have made the difficult decision to close all of our lobbies and our Kilgore Brookshire's In-Store location until further notice. However, each location will have extended drive-thru access Monday - Friday, with some locations offering extended Saturday hours at their drive-thrus. Contact your location to find out more. 

  1. Citizens Bank Kilgore Brookshire's In-Store will close Friday, March 20th. 
  2. ALL Citizens Bank lobbies will close starting Monday, March 23rd.
  3. Customers will be able to call and make an appointment for such things as safe deposit box access, notary services and certain loan discussions and closings. 
  4. Drive-Thru hours for ALL locations will be 7:00 AM-7:00 PM, Monday – Friday, starting on Monday, March 23rd 
  5. Drive-Thru hours for Saturday will remain the same as they are now for the locations that are currently open on Saturday. The exception will be in Kilgore, where the downtown Kilgore Drive-Thru will now be open on Saturdays from 8:00 AM – 4:00 PM.
  6. All customers will continue to have 24/7 access to our ATM's, TeleBanking, CB Debit Card Services, Online Banking, and our Mobile App

The FDIC yesterday issued two sets of frequently asked questions addressing banker and consumer concerns related to the coronavirus pandemic.

Per the FDIC, the consumer FAQ assures customers that the bank is the safest place for their money and that a branch closure or lobby closure has no bearing on an account’s insured status and addresses other questions about how the FDIC is encouraging banks to handle customer difficulties. An important word about scams. Times like this are prime opportunities of scammers to take advantage of fear and panic to perpetrate financial crimes. It is especially important to keep your guard up, and also to check up on the vulnerable within your community. Beware of activities and solicitations such as suspicious emails and text messages, phone calls, medical related scams, and fraudulent donation sites that may impersonate a company, charity, or government agencies. Fraud takes many forms, so keep in mind it is never a good idea to share personal or sensitive information with an unknown party. Be sure to verify the authenticity of any unsolicited communications you may receive, and if in doubt, take a step back to solicit trusted assistance.

It’s easier and faster (in most cases) to manage your account digitally, especially given call wait times may be longer than usual. You may also utilize our TeleBank Serviceswhere, with a phone call from anywhere in the world, you can make payments, transfer funds, check balances and review recent account activity.  Customers can also use their Citizens Bank Mastercard Debit Card.

At each of our banking centers across the state, we are working with our janitorial service providers to ensure that they are following as closely as possible the Environmental Cleaning and Disinfection Recommendations for businesses that do not house people overnight as recommended by the CDC. That will include ensuring that all surfaces are disinfected each time they clean a banking center location. We are also working to make sure that every employee has access to Citizens Bank provided disinfectant wipes that they may use to clean commonly touched surfaces (i.e. keyboard, phones, counter or desk tops, doorknobs, etc.), as well as hand sanitizer. All employees are following mandated personal hygiene guidelines. Air filters will be changed on a more frequent basis than normal.
